Amazon is just like any other business: they are here to make money. So they place the best seller product higher in the search ranking.
There is no point for them in placing a product with barely any sales ( low BSR ), high up in the search ranking, as this product is likely not converting well.

This one is the most obvious and very easy to do. When I launch a new product it will have a terrible sales rank, since it doesn’t have any sales yet. I will simply lower my price to my break-even point to grab a lot of sales away from my competitors.
Of course I only do this temporally. Once I have manipulate the sales rank enough that my product will organically start ranking high in the search results I will increase the price to start making profit!
2). Increase PPC
Amazon Pay Per Click (PPC) is an extremely powerful tool to get more sales. If you are new to PPC you can select the automatic option in the PPC menu to let Amazon gather all related keywords for your product and set the price.
However, if you are serious about PPC you should learn how to do this manually. So you can select the best keywords for your product without having to overpay for them.
3). Giveaways
Yes, you can also simply give away your product for (basically) free to improve your Amazon Sales Rank.
